The ladder — earned, not granted

Promotion is earned by evidence and enforced in the database: the lane_autonomy constraint makes autonomous impossible unless the data is real, recipients are verified and content passes. A failing or stale audit demotes a lane automatically, and demotion runs even when the switch below is off — so nothing can be stranded at autonomous. Craig is never the promotion step.
